Summary Statement

A 2009 U.S. Office of Management and Budget (OMB) report required by Congress reviewed 98 major federal regulations and found the benefits exceeded the costs. The estimated annual benefits of major Federal regulations reviewed by OMB from October 1, 1998, to September 30, 2008, for which agencies estimated and monetized both benefits and costs, are in the aggregate between $126 billion and $663 billion, while the estimated annual costs are in the aggregate between $51 billion and $60 billion. The report includes some cost-benefit analysis of OSHA standards.

A September 2003 U.S. Office of Management and Budget (OMB) report required by Congress reviewed 107 major federal regulations and found the benefits exceeded the costs. The report, Informing Regulatory Decisions, includes some OSHA standards, such as those for permit-required confined spaces and lead exposure in construction; see table 20.
