Summary Statement

Any walking working surface that is being used as a scaffold must comply with the OSHA scaffold regulations. Scaffold is inadequately planked, has no guard rails, no protection for falling objects for members of the public and other workers. Ladders are not long enough to provide access to the scaffold.
